Three steps

1. Open the link the business gave you (it looks like biz.huanhuan.com.au/s/...).
2. Pick the service/products you want and fill in what is asked, usually WeChat ID and phone, sometimes address, fault description or photos, depending on the trade.
3. Submit. The business sees your order and contacts you to confirm the time.

How soon will they respond? The owner confirms the time after seeing your order; response time varies by business.
